In the United Republic of Northland, the Federal Bureau of Citizen Welfare (FBCW) uses an advanced psychological assessment algorithm called "Oracle" to manage social security claims. Analyst Adrian Cross sees the system as a tool for bureaucratic efficiency—until a routine denial of benefits is followed by the applicant's public execution. A vigilante organization known as "Libra" has seized the "Oracle" data, announcing they will surgically eliminate anyone flagged with latent criminal tendencies to create a perfect, crime-free society. As the death toll rises, Cross realizes that the line between a bureaucratic form letter and a death warrant has vanished. To stop the slaughter, he must navigate a city descending into paranoid chaos, where a wrong look or a momentarily unsafe thought—recorded perfectly by the system—can lead to a terrifyingly mundane knock at the door.
