The Lianghuai Salt Certificate Scandal

In 1768, the Qing court uncovered massive graft in the Lianghuai salt monopoly. For over two decades, salt commissioners Gao Heng, Pu Fu, and others forced merchants to pay “public expenses” originally intended for imperial tours and local welfare. Instead of remitting the surpluses to the state treasury, they embezzled over ten million taels of silver, dividing the funds among themselves and bribed officials. Lu Jianzeng, the salt distribution commissioner, also took heavy bribes. When Emperor Qianlong ordered an audit, Lu was tipped off by his relative Ji Xiaolan, a prominent scholar. The investigation revealed systemic fraud, unauthorized issuance of salt certificates, and widespread collusion. Dozens of officials and merchants were arrested, exposing the deep-rooted corruption within the empire’s most lucrative financial apparatus.

Gao Heng and Pu Fu were sentenced to death and executed. Lu Jianzeng died in prison before his execution could be carried out. Ji Xiaolan was exiled to Urumqi for leaking confidential information. Numerous sub-officials and salt merchants were put to death, exiled, or stripped of their assets, and enormous fines were levied on the merchant community.

Whether the retained salt surplus was customary “office fees” or outright theft of imperial revenue; the degree of personal enrichment versus disbursement for official entertainment; the culpability of senior bureaucrats who tolerated the practices; and the conflict between statutory law and the unwritten conventions of salt administration.

The scandal shattered the Qianlong Emperor’s confidence in the salt bureaucracy and triggered an empire-wide tightening of fiscal oversight. It exposed the fragility of state monopolies when managed by a corrupt elite, prompting temporary reforms in salt certificate issuance. The case became a symbol of mid-Qing decline, celebrated in popular lore and later historical writing as a cautionary tale of imperial complacency and endemic graft.
