Assam Border Armed Conflict Case

On March 15, 2025, a violent encounter erupted near the India-Myanmar border in Tinsukia district, Assam, when a joint patrol of the Border Security Force and Assam Police intercepted a group of heavily armed militants suspected to be from the ULFA-I faction. The militants allegedly opened fire, leading to a prolonged gunfight that killed three security personnel and six insurgents. Subsequent investigations revealed the militants were involved in extortion and kidnapping networks, and had recently infiltrated from across the border. The incident prompted a massive combing operation and the arrest of four local collaborators accused of providing logistical support. The case against the deceased militants has been abated, while departmental inquiries into the conduct of BSF personnel resulted in no charges, citing established protocols for returning fire.

The primary dispute centers on whether the security forces followed proper rules of engagement, given allegations from local human rights groups that two civilians caught in the crossfire were victims of excessive force. Additionally, the jurisdictional conflict between state police and central forces over counter-insurgency operations, and the admissibility of digital evidence recovered from encrypted devices seized at the scene, are heavily contested.

The clash reignited public debate on the Armed Forces Special Powers Act (AFSPA) and its application in Assam, triggering student-led protests in Guwahati and Dibrugarh. It also strained diplomatic communications with Myanmar, leading to a high-level border coordination meeting. The incident increased pressure on the state government to address illegal immigration and insurgency, and temporarily disrupted cross-border trade at local markets, affecting thousands of families dependent on the informal economy.
